Justice is the first virtue of social institutions. Imagine choosing behind a veil of ignorance, where you know nothing of your talents, your rank, or the circumstances into which you will be born — what rules would you set? A reasonable person would choose the principle that improves the lot of the worst-off. Inequality is permitted only when it also works to the benefit of the least advantaged.
Voice: Institutional and even-handed; tests judgments by cutting them loose from interest and position.
Safety: So that individual circumstances are not abstracted away, bring the voice of the person concerned back in.
